Designed as a “floating landscape garden” by New Office Works (NOW)

High above the former runway of Kai Tak Airport, a new terrain emerges. Suspended between the 30th and 31st floors of The Cullinan, this 24,000-square-foot floating clubhouse redefines communal life in the sky, framed by views of Lion Rock (to the north) and Victoria Harbour (to the south).

The project, named Cullinan Sky Levitas, is the latest hospitality design by New Office Works (NOW), the Hong Kong–based practice known for crafting innovative, experience-driven spaces. Conceived as a “floating landscaped garden,” the intervention introduces a second ground plane within one of the city’s densest residential districts.

Guided by the principles of organic flow and spatial fluidity, the garden unfolds as a continuous terrain of winding stone paths that form subtle “islands” for gatherings, play, fitness, and reflection. Rather than functioning as a decorative rooftop, it operates as an activated social landscape embedded within the towers.

The space is organised across two distinct layers. The 30th floor, or Social Layer, encourages interaction through multifunctional courts and communal zones that transform into a softly lit aerial park by night. Above, the 31st floor—the Serene Layer—offers quieter programmes including a tea room, yoga studio, and contemplative lounges framed by natural materials and enveloping greenery.

By deliberately blurring the boundary between indoor and outdoor, the design fosters an immersive connection with nature. In doing so, NOW reinforces its belief that architecture can shape emotional experiences and cultivate meaningful everyday life—even within a high-density vertical environment.
